Diagnose promotions or coupons that do not apply.

Common problems

| Cannot create/edit | Need promotions.manage (nav/API), not only pricing.manage | Grant promotions.manage |
| Promo never applies | Active off, outside validity, channel mismatch, ecommerce without publish | Fix flags, dates, channels, Publish to ecommerce storefront |
| Coupon rejected | Wrong code / inactive / usage limit / promo inactive | Message: coupon not valid, expired, or usage limit reached |
| Fixed amount ignored | Currency mismatch | Set promotion Currency to the document currency |
| Item scope miss | Wrong item or scope = all expected | Set Single item + correct Item |
| Budget / usage exhausted | Spent ≥ budget or used ≥ limit | Raise limits or create a new promo |
